B. Charles Tiney Memorial ASCE Student Chapter Scholarship is tuition assistance to college students studying civil engineering. To be eligible, you must be a student in an ABET-accredited program in civil engineering or a related field, a member of a local ASCE Student Chapter, and a Student Member of the Society in good standing. In addition, an essay and letters of recommendation are required.

It's the difference between how much it's going to cost you to go to college, your 'cost of attendance (COA)', minus how much of this cost can you / your family cover, your 'Expected Family Contribution (EFC)'.
